Gross income - Health insurance costs = True Gross Income

Institute new legislation changing how gross income is calulated for items such as student loan repayment plans, SSI, food stamps, etc. Gross income minus health insurance costs should then equal a "Actual or Real Gross Income". This is especially an issue for families where they are paying high insurance costs for themselves and their children while trying to continue to provide neccessities such as housing, utilites, food and repaying student loans.
