Guarantee 1st amendment rights to all that request the Right to Secede. National Debt to be remain with Washington D.C

First Amendment rights are guaranteed to everyone signing a petition to secede without worry of reprisal by government and furthermore, the National Debt shall remain a product of Washington D.C. and not be a burden on states seceding as this is a major reason for seceding. As the threat has been raised that certain functions will be cutoff to seceding states, then ports, refineries, pipelines, and any other functions as deemed necessary shall be cut off to those states remaining in the union. The rights of all Americans should be respected, whether seceding or remaining. The constitution allows the citizens to change government and Socialism is not desirable as eventually you run out of other people's money.
