Gun Contol Measures

If the Federal Government is serious about putting forth new gun control measure's, I believe it to be in the best interest of all for them to employ insurance companies. Were they to require all gun owners to buy insurance for every weapon owned, then it becomes the responsibility of the insurance company to do any and all background checks. They would also do the psychological testing as well. The penalty therefore anyone found guilty committing crimes would be required to serve jail time. No probation, so suspended sentences. Jail time. In the event of the background check one is found to be a risk, the insurer can then ask the gun owner to post a high risk bond. The bond can be purchased by anyone who has committed a crime, been adjudicated yet still pose a risk to the public.
