Gun Control: An Alternative Solution

I have an idea on the gun control issue.Something needs to be done.Some people are not responsible enough to own these types of firearms and some are.To get to the point, instead of punishing everyone for a few irresponsible peoples' actions,I propose an alternative to an all out gun ban on these types of firearms.To carry a concealed weapon you need an id card,pass a training class,become registered and renew every four years.Class III weapons are under heavier restrictions.Why not do something along the same lines?To own an "assault type weapon" you need:a psychological evaluation, training classes,background checks,a government issued permit, and renewal evaluation.This would keep these firearms out of the hands of criminals, but not impossible for a responsible gun owner to obtain.
