By labeling Assault Rifles as a class 3 weapon, it will force owners of these weapons to pay a $200 tax stamp and go through a thorough background check. Currently, this system is already in place for large caliber type of weapon; including fully automatic weapons and suppressors.
The money spent for the tax stamp will raise money for the state and federal government. Furthermore, weapon owners will be required to have a thorough background check and interview with local law enforcement before the permit has been granted. This gives local law enforcement a chance to interview owners of these guns and whether or not they're competent enough to own one.
