We the people ask the federal government to Call on Congress to act on an issue:

Gun Law Referendum for all United States Citizens

Created by M.S. on June 16, 2016

In light of the relentless gun violence seen in the United States due to terrorism, racism, homophobia and unavoidable cruelty in certain people, there is too regular of an outcry of mourning in moments after massacres for there to not be a referendum and thereby obtain a clear, undeniable call for change. The frequency of massacres has reached a point now where people begin to feel numb to what the vigils and support are supposed to represent, and progressively losing a sense of realism to one of cynicism is not something that should be relevant in any modern society, let alone one as patriotic and influential as that of the American people. You are better than this; as a nation, as an idea, and as human beings. Please call for a referendum and show the world why you are the greatest.
