Gun Owners should pay for the cost of Gun Violence. Create a Federal Insurance Program for every Gun Owner in the U.S.

Let's create an Insurance policy for people who own guns and for each gun they own. Their premiums would be based on the total cost of gun violence in the United States. These cost would include police, hospitals, FBI, ATF and other agencies. Also include a payout to victims of gun violence. And if a gun owner is deemed uninsurable and a liability to the country have the ATF confiscate those fire arms.
