Pass a Gun Responsibility Law making the gun owner responsible for any adverse action taken with the gun. Also pass a Finger Print Recognition Law requiring finger print trigger lock on all new guns, and similarly requiring the same on current guns. In as much as 95% of murders are committed with stolen guns these laws will go a long way to minimize carnage without the loss of anyone's gun.
