Nations, Territories, and Organizations that operate with, materially support, or harbor terrorist elements which target civilian populations and localities should not receive any U.S. foreign aid, or financial support of any kind, until the attacks have stopped and the terrorists have been apprehended and extradited to the people or nation that they attacked for that peoples' due process prosecution of crimes against humanity committed against it, or them. by those terrorists.
