To address the financial havoc and hardships brought on The People by the United States Congress and House of Representatives when the federal government is partially or fully shut down by either deliberate-, or lack-of- action on the part of either aforementioned government body by immediately halting any and all monetary and non-monetary compensation to all members of The United States Congress and the House of Representatives; commencing at government shut down and, remaining in effect until AFTER all other government services are FULLY restored.
