The "Multi-Market Study of Critical Information Needs" is a proposal for the Federal Communications Commission to "monitor" news outlets for "critical information needs," with need defined by the FCC. The FCC's role, as defined by Congress, does not include deciding what people "need" to access.
Questioning newspeople to determine whether the press says what the FCC decides should be said, when the FCC regulates/licenses them, removes the "voluntary" part of the study, a study that is not what the FCC is for. It is wrong and illegal for government to interfere, or even to give the appearance of interfering, in freedom of the press. This proposed "study" infringes freedom of the press the same as any dictatorship in recent memory.
