The United States Pentagon has been distributing spiked weapons (ammunition that has been altered to detonate on firing or grenades and mortars that have had their fuses shortened to detonate instantly) as a counterinsurgency practice since the beginning of the Vietnam Conflict. It is impossible to know if the weapon has been altered, so anyone who uses a gun is at risk of being injured or killed by the ammunition. There have been concerns of these weapons appearing in neutral countries, such as Serbia, as well as in the U.S. itself. Within the Middle East where weapons are currently distributed, there are over 11 million civilian gun owners - this practice guarantees the deaths of innocents.
