I have no problem with the concept but US Govt has created an open pipe where money flows out to crooks who give multiple CELL phones to same people daily with no check of who has one or more. Safety, Security, & Health issues are critical and some may not be able to get what they need due to greed allowed now. DON'T eliminate program, PUT on HOLD and REVAMP distribution system. If it was through VA Medical System (which is working to HOUSE the homeless vets) or SS offices, both of which already have records it could be controlled.
