Title 8 USC Chapter 12, Subchapter 3, Part 1 §14.01 paragraph "a" presently grants U.S. citizenship to "a person born in the United States, and subject to the jurisdiction thereof."
Apart from Canada, the United States is the last industrialized nation to grant citizenship to those children whose sole claim to naturalization is birth within the jurisdictional borders of that nation.
Repealing this provision would eliminate numerous conflicts in law and pave the way for more constructive reforms in immigration, health care, education and employment legislation at both the state and federal levels.
Prior arguments in support of the existing statute, i.e.slavery and large scale legal immigration are no longer applicable while the US is contending with present immigration problems.
