halt the production of the penny and nickel as a cost cutting measure towards the reduction of the deficit

I am seeking to stop production of the penny and nickel and take existing coins out of circulation. The cost of production of the penny is $0.021 and the nickel costs $0.1118. The production of the coins costs the US Government billions of dollars per year.
