Harden the nations power grid against massive solar flares and EMP attacks that could cause months to years of no power

The nations electrical infrastructure is dangerously vulnerable to massive solar flares and EMP attacks. These events could cause massive power outages and nuclear meltdowns across the country that could last for months to years. Congress has been warned by top physicists on the extreme danger these events pose to our country's security yet have so far failed to make any changes. It is estimated to cost approximately $100 million dollars to potentially prevent a disaster the likes the world has never seen. Please help me bring this issue into the mainstream and force congress to protect our nation.
