Congress needs to address the underwater mortages that are not through Freddie and Fannie. Their should be some sort of program to help home owners struggling to survive and unable to refinance at a lower rate because loan not through those two agenicies. Not fair a $200,000 mortage with a 8% rate and house now worth 150000. Make a program to help the people who are trying to stay afloat.
