Mandatory 10 years jail time, and indefinite placement on the sex offenders list, of any persons who sexually harasses, assaults, or exposes any persons under the age of 13.
Mandatory 15 years, and indefinite placement on the sex offenders list, for any persons who "brags" about such actions by posting it online, texting, or talking to other persons, etc., about said acts.
Mandatory 5 years, and placed on the sex offenders list for a following 10 years, to any persons who plans to commit said acts, but is caught before doing so.
Harsher punishments are needed for those who commit sexual acts against children, as these children almost always suffer emotional and psychological scars longer than anyone may know.
There should be no decisions made based upon the needs of the perpetrator.
