As consumers, I believe that when you pay for services like mobile data on your cell phone that you should be able to use it the way you want to. Cell phone devices have the option for mobile tethering. The cell phone companies disable the option to use mobile data for tethering unless you pay more for a tethering plan that can cost up to $30.00 extra per month. I believe that, for example, if I pay for a 5gb data plan that I should be able to use that data on any device that I own through my devices software at any time I want to, within the limits of my plan.
We should not have to pay twice to use our mobile data services that way we want to. It is a restriction that is in place on the devices that we already have paid for.
