Have all congressional personnel live in their home district for 70% of the time or more so we can drain the swamp in DC

The swamp in question is Congress.
The national license bureau will run referendums and any item that gets 51% of the vote from the last election becomes law.
If a person international position cannot maintain a 51% approval rating for two consecutive quarters then that triggers an election.
I go on like this for 31 pages I sure wish I could send an attachment rather than break it up like this. Can that be done?
