Federal government employees, including congress and the president have benefits that exceed what are available to most Americans in private business. Making the government employees, particularly the decision makers, utilize the benefits for the people would encourage them to make decisions based on what is best for the people, rather than what is best for other entities with hidden interests.
For the short term, convert government pensions to social security, and change the present and retired healthcare benefits to Medicare.
In the business world, this is known as 'eating your own dog food'. That is to say, that if you have a product that you think is good enough for others, it better be good enough for you as well.
