have all U.S. public K-12 school systems start the school session at 9 A.M. Children need their rest to do their best.

U.S. public schools should have one standard time at which they start class. Children have the right to an appropriate education, and in turn they have to right to be rested to go into their first class alert and functional. Starting class at 9am or later, that alone, would create a more positive mood for everybody. I am confident it would decrease truancy rates. While children are growing, their amount of sleep changes, and having class start at 9am respects that. Biological changes should reflect on societal rules.
