Have alternatives to schooling after a certain age, like apprenticeships, that hold value in the job market.

With valuable alternatives to college,or even highschool, it would reduce to diminishing value of a college degree and create jobs to teach in those alternatives. This also provides those who have enough General Ed credits to be able to start in training for a career path. These alternatives to current schooling system would hold as much value as a college degree in that field of study. It's kinda like specialized schools for certain jobs, but because it's teaching for one job, or a few, then they can get more in depth in lessons. Seems like it would be like a major in college but would be that plus more, without need for other classes that don't necessarily contribute to the major. Hands on learning and making money at same time would also be a big part of could be alternatives.
