have the banks give houses as a payment then use houses to house homeless people

There are banks that still owes the taxe payers money have the banks in payment transfer ownership of some of these foreclosed homes as payment. One of the government's responsiblities is the wellfare of it's people.The government can then transform these homes into homeless shelters for the homeless.The homeless can stay at these places til they can get on their feet.
