have Congress enact a law that states that any laws created by them must be performed upon them in the same manner

That all laws past and in the future apply equally to the government and its employees as they do to the general population. If a health care reform is passed, then the members of all three branches of government must adhere to that same law. That all pay increases given to any of the three branches of government be given as a vote to the general population. If government has to abide by the laws that they enact against the people, there will be less chance for manipulation by outside interest groups! No one elected person should have a greater benefit than the people that they serve!
