have congress pay the amount it costs out of their own pocket each time they waste our time trying to repeal the ACA.

Congress continually wastes our time and theirs on trying to repeal Obamacare/ACA. The money it costs every time congress tries comes from taxpayers. The number of times this has been put forth is in the high 30's to this date. What is the definition of insanity?
Congress knows it will not pass but continually does it anyway. Congress should have to foot the bill for their political stalling and gridlock. Every time this same congress puts it to a vote and it fails, they should have a percentage taken out of their pay. If you wasted any companies time as they do they would not have jobs at all.
