The Chicago Police Department has been proven to perpetuate the "Blue Code of Silence". Police brass & police officers conceal evidence and obstruct legitimate investigations. The City of Chicago has a documented history of concealing systemic CPD crimes and torture. Recently CPD has attempted to prosecute those who record Chicago police officer misconduct . In the 2009-10 fiscal year, Independent Police Review Authority (IPRA) sustained a mere 47 of the 3,067 investigations it opened into police misconduct and brutality allegations, or 1.5%. In all, IPRA sustained only 1.7% of its own investigations over its first 3 years. In comparison, under the Office of Professional Standards in 2004 sustained 4% percent of the complaints brought against police for the use of excessive force.
