The LAPD has acted very unprofessionaly in recent events of ex-officer Dorner's manifesto and murers.His manifesto gives a plethora of examples of their corruption and how it works.
The LAPD's alleged corruption becomes more obvious as they are not trying to bring Dorner in alive, but instead to kill him. Given circumstances in his recent killings and his training, this would be acceptable if handled correctly. But, they have not been doing that. They have instead fired at vehicles that are nowhere near matching the description of Dorner's, failing to identify a vehicle or bring him in alive.
