Current undergraduate Stafford loan interest rates are 3.68% and are set to increase this year, with graduate rates at 5.41% and set to increase. These loans should be at inflation and not a percentage more. The government should not be making money off of Americans going to college to better their education. The government will win regardless when education is furthered, as it increases their tax dollars. Graduate and undergraduate interest rates should be equal, and both indexed to inflation (between 2-4%). All those that have higher rates (the 6.8% many have after the government jacked up rates (after 2005 and before the government decided to lower them)) should be able to refinance at he lower rates. Student loan debt is the next big bubble, and high interest rates will compound it.
