In the matter of MB Docket No. 07-51, the Federal Communications Commission concluded the benefits of bulk billing arrangements between Multichannel Video Program Distributors (MVPDs) and Multiple Dwelling Unit (MDU) buildings benefitted the majority of consumers/residents more than it harmed the few, isolated, and atypical incidents of non-discounted prices or inferior service. The FCC also noted they may re-examine the issue if marketplace conditions change. This petition submits that market conditions have changed; MDUs have not discounted prices in the spirit of the decision; and ask the Commission to re-evaluate their previous position.
