By repeatedly obstructing military funerals, threatening to picket, and actual picketing of said funerals, Westboro Baptist and it's leader, Rev. Fred Phelps, have shown a clear and distinct pattern of racketeering activity.

The Racketeer Influenced and Corrupt Organizations Act allows for prosecution of individuals who engage in the systematic use of terror, violation of copyright, and/or dealing in an obscene manner. This organization has shown on many occasions its willingness to utilize such tactics to achieve their aims and its intent to do so again in the future.

By charging the organization and its leadership under violations of the RICO act, this group's continued infringement of civil liberties may finally be curtailed.
