Have government jobs available for welfare recipients to perform in order to receive their welfare check.

This would kill many birds with one stone. Would give people valuable working skills, it would have the government investing money into someone's future instead of just throwing money away. Would provide people to gain self worth and self reliance. Along with reassuring the tax payer their hard earned money is not being wasted on someone that isn't contributing to society.
