Have the government make a payed program that puts tracking implants in kids from birth to 16 to stop kidnappers.

I know this is kinda controversial But if you look at it this way i see so many post of missing people and it saddens me to end. I thank its time to find ways to stop it all. The old ways are not working. You go to any police station and ask to see the missing people cases if they could show you them it would blow your mind only a very low percentage are found. my idea is to put a tracking device on new born's as the grow up the tracking device will watch over them tell there 16 then it would be up to you if you want it out. Now i know your all thanking that big brother will have control not so this is a voluntary service at birth the parents could turn it down if they like.
