Microsoft discontinued support for Windows XP. 30% of Businesses/etc. still use Windows XP to this day, even though the looming discontinuation of Support has come and gone.
It should be wiser to either support Linux for these businesses / government places, or to support an Operating System that is binary compatible (to even drivers, which Wine in Linux is not) with a Windows Operating System similar to XP than to pay money to upgrade.
