Create a federal lottery through the IRS. The premise is simple; use the carrot approach instead of the stick. Every time someone pays their taxes on time, enter their name in an annual federal lottery. The IRS spends over $10 Billion dollars each year trying to collect taxes owed the federal govt. Why not randomly select winners from the pool of tax payers & give the law abiding-taxpaying citizens, a real incentive to pay their taxes on time. If this initiative increases voluntary filings by even 1%, the program would more than pay for itself 1000 times over & help bring the federal coffers back into the black.
