Have the Justice Department investigate the Sheriff's Department of Maricopa County, Arizona for civil-rights violation

On December 16, 2011, Ernest "Marty" Atencio was severely beaten while in the jail at the Sheriff's Department of Maricopa County, Arizona. Considering that there have been many reports of rights violation similar to this in the past, it would appear that these civil-rights violations are systemic. The Maricopa County Sheriff's Department is currently investigating these accusations. This is a case of letting the Fox guard the henhouse, the results is pretty much predetermined.
Mr. Atencio was taken to the hospital, where some time later he was declared brain-dead and his family decided to have the equipment disconnected.
What actions by the deceased could have called for this kind of reaction by the deputies?
If the Justice Department does not step in, then there is no justice in U.S.
