The idea is that each and every bill is separate. No more adding in "pork" projects, special interest terms or non-related legislation to the bill. Each bill should cover the legislation and funding. No more burying special interest projects into a bill that is a completely unrelated. An example would be, a bill to authorize the Department of Health and Human services to research the effects of formaldehyde in laminate flooring can not have provisions to eliminate the funding for planned parenthood. They are two completely separate issues and should be dealt with as two issues. If your legislation is not good enough to stand on it's own and get the needed votes, then we do not need it. Make meaningful legislation !
