have a law passed that would not allow Congress, President to be paid without a passed and signed budget at all times

The Federal Government should have a passed budget at all times. We should not keep going with extensions of current budgets to just get along. We need to be accountable and the Congress and the President are paid employees of the people. They should have to be held accountable just like the people must do on a daily basis.
