Have Mandatory Paternity Testing for all men before their name is placed on the child's Birth Certificate.

There is a growing number of men who are taking care of children and later find out they are not the father. This is costly and causing emotional damage to the non-biological father as well as the child. There are situations when a father; paying child support, finds out a child is not his and is required to continue payments. Some men have payments stopped, but are still required to pay back payments; since he was already caring for the child according to many state laws. If there are laws in place to require all men (married included) to testing before he signs the birth certificate, this would help protect children and men. If the test is negative, and if men still want to sign the certificate, he must go through the legal steps required to find the birth father to get legal rights.
