Have a mandatory random monthly drug test for all of the people using the assistance of the welfare program.

This petition will have mandatory random drug testing every month for a person who is using the welfare program. This will go on a two strike system and if they do not pass a drug test, they will get a strike. If a person gets two strikes, their welfare assistance will be revoked and they can reapply after a six month period. If you get your welfare assistance revoked a second time, the person will no longer be eligible to receive assistance unless they can prove they completed a substance abuse rehabilitation program. The drug tests will be funded by the money saved from people who abused the welfare system and got their assistance revoked.
