have NASA establish a telepresence on the Moon.

NASA should be directed and funded to put several rovers on the Moon and provide the technology for telepresence control and communication through a web browser interface. The rovers could be NASA, private, or public (University-Highschool) projects and use the NASA managed web site technology and launch control/delivery systems.
This project can take advantage of dropping launch costs and leverage off the Mars lander control systems already in place.
It could also be self-funding if a nominal cost for access time were changed.
Students and researchers could drive around the Moon conducting experiments and explore in general, all through their web browser.
How cool would that be for a STEM program?
