have OCR investigate complaints violation of privacy rights once they have accepted it for investigation.

OCR needs to be investigated and changes to their policy based on their decisions to not pursue complaint based on violation of privacy rights after having accepted the complaint for investigation.
OCR, Region III accepted for investigation a complaint of violation of privacy rights. There was no doubt whatsoever of the violation. After no response to 5 calls to the assigned investigator, sent letter to Regional Manager who apparently just handed the letter to the investigator, who in turn sent letter advising complaint would not be pursued without any explanation and no appeal rights. No response to certified letter sent to the Director which was received in his office 1/28/14.
Privacy rights and civil rights are being violated..
