The Flint water contimination is a Federally recognized disaster (as of 16 January 2016, Emergency Declaration EM-3375) And under OPM CFC regulations, CFC can have a out-of-cycle campaign for this Federally recognized disaster. Without CFC campaigning, military members and military families have a difficult time campaigning for donation for Flint.
