This allows for millions of Americans to have a second chance at a career with in the federal system. The second chance career will give hope and put seasoned personnel in positions that are already trained in some way, or have returned from college earning their Bachelors, Master's, Doctoral or PhD's in the fields that need to be filled to complete the job for this nation.
