Since some bills are rushed for a vote, most politicians have no time to fully read a bill passing the house or senate. Therefore when they vote for a bill they haven't read, there are texts that are either added after the vote or texts that are hidden deep in the bill that would have determined whether they would have voted or not for the bill. If they fully read each bill they know what is actually in the bill, which shouldn't change after the vote. Then we would have a congress and senate that fully understand what they vote for.
