Have a program for people on disabilty, who desire to start a Small Businesses to get off disabilty and help economy.

I would like to see a program that helps the People on Social Security Disabilty who desire to not be on it but would like to Own there own businesses, get help in doing so witha governemt based program that could be paid from the people on the program out of thier monthly stipends to promote Small business of thier own to create jobs and help those who desire to get off disabilty but ethier don't have the knowledge or will be punished by Social security for trying to do so by Health care benifts being cut before they can show it would produce stutainable monies for that indiviudal or the lack of creidt due to the horrid medical bills that plague people prior to becoming disabled so there credit rating suffers due to thier illnesses, And can't recieve a business loans due this fact.
