Have public Family store, food establishment, entertainment, etc.. to have a changing area for parents to change babies

I feel every public place that children can go, should have an adequate changing area for parents to change their child. Changing a baby on the floor of a public restroom is not safe, clean nor ok. It does not cost much to put a fold away changing table in a restroom. I should not have to change my baby in my car, because a big retail chain has no where to change my child.
