Have a report of any mass shooting that has happened each day that Congress is in session read aloud in session.

If the people whose salaries taxpayers cover had to hear a verbal reporting of how many were shot and how many died in however many mass shootings occurred each day they were in session, maybe it would be more real to them. Maybe they would feel compelled to pass meaningful legislation. Maybe they would even be shamed into it.
