Have side walk along every local road on at least one side of the road

There are too many local road with out side walks. Thousands of people wish to run and to jog in peace but are unable to because of the fear of running into a car because they have to run on the road and have no other option. A specific example is my neighbor we have a very swerve road where you cant see past the next turn that happens in the next 100 ft and there is no sidewalk, this road is heavily traveled by dog owners and runners, there have been 3 injuries in less than a year, and i would like that to
