have the state of new jersey sign these metal detecting permits for state wild life property bought with our tax dollars

I’ve been trying numerous times to have my metal detecting permit signed for new jersey state property the state assigned one person to sign it for my area, he just keeps telling me its under review, this has been going on now for six months, I’ve bought hunting and fishing licenses paid property taxes in new jersey and was told a portion of those licenses and taxes go to the purchase of the property the state buys for us sportsman/woman to use, so what’s the problem ?I’m not hurting anyone or anything from metal detecting, if anything I’m cleaning up the areas, they have the rules and regulation and permit for metal detecting so why can’t they be signed ?
